     I beseech California to activate a moratorium on executions. 
     Death-penalty advocates claim that executing criminals discourages others from committing crimes, but no such effect has ever been shown in multiple studies. Several recent research evaluations, such as one by the U.S. General Accounting Office (GAO), demonstrate that the death penalty is exacted in an unacceptable way, in which race, ethnic background, and economic status are key determinants of who ends up with a sentence of death.
