      Many families today live no more than a paycheck or two away from financial ruin. 
      Because you are a nationally recognized leader, it is especially important that you work to make sure that our country offers a set of benefits to provide the medical, food, and other critical needs of destitute families. A living income should be made accessible to every qualifying family, with no discrimination. 
      I urge you to work hard to ensure that the Senate welfare legislation gives incentives for the states that show equitable and fair results for all families awarded welfare benefits. The Senate should provide funding to eliminate language discrimination in distribution of welfare, and consider English as a Second Language programs towards the work requirement. 
      Such parents and their children should be given a second chance. 
      Outcomes data must be compiled and reported, by race, to ensure that performance standards and results are not discriminatory.
